Affidavit of Ownership and No Mortgage for Cooperative Group Housing Society Flat (Conversion)
Why This Form Is Important
It is a sworn statement. The deponent "solemnly affirm[s] and declare[s]" each clause and signs as DEPONENT twice (after the clauses and after the verification), so every statement is a personal, signed declaration. A false sworn statement can carry legal consequences (general knowledge of Indian law, not taken from an official policy document).
It identifies the declarant and where they live. The residence block (house/property no., floor, pocket, block, area, city, state, pin code) records who is making the declaration and their address for the authority's records.
It ties the declarant to one specific flat. Clause 1 declares that the deponent is the owner of a flat, identified by flat number, floor, society name (CGHS Ltd.), plot number, sector, area, city, state and pin code, so the authority can match the declaration to a single property.
It declares the property free of disputes, mortgage and sale. Clause 2 states there is no pending court case, mortgage, dispute, loan from DCHFC, or sale, in full or in part, against the property. The form names DCHFC specifically but does not spell out what it stands for or why that lender is singled out (it appears to be the lender that commonly finances such flats; that is an inference, not taken from an official policy document).
It declares the property free of encumbrances. Clause 2 states the property is free from all sorts of encumbrances, which covers any other burden not listed by name.
It vouches for the documents submitted for the conversion. Clause 2 states the documents submitted in connection with the conversion are genuine, which puts the declarant on record about the accuracy of the rest of the submission. The form does not say what is being converted.
It confirms the contents on the declarant's knowledge and belief. The verification states the contents are true and correct to the best of the declarant's knowledge and belief, with the place of verification fixed as New Delhi. This verification has no date or fill-in fields.
